Denise R. Mitchell, MPA, has served as Gwinnett County Tax Commissioner since the spring of 2022. In 2024, she was overwhelmingly and duly elected by Gwinnett County citizens to continue her work as the Tax Commissioner. She is responsible for the timely, successful billing, collection, and disbursement of over $2.3 billion dollars in revenue serving over 1 million in population. As an agent for the State of Georgia, she is responsible for registering and titling motor vehicles with the highest volume of in the state at 856,203.

 Prior to becoming tax commissioner, Mitchell served as the chief deputy tax commissioner. She joined the Gwinnett Tax Commissioner’s Office in 1998. During her tenure as director of finance & accounting, Mitchell earned a statewide reputation for strong fiscal management and flawless accounting and has zero audit findings to her credit. 

Mitchell earned a master’s degree in public administration from the Keller Graduate School of Management at DeVry University and a bachelor’s degree in Hotel & Restaurant Management from Georgia State University. She also earned Certified Local Government Manager and Certified Finance Officer designations from the University of Georgia.

She is vice chair of the Tax Commissioners’ Technology Development Council of Georgia (TC Tech), an advisory board member to the Department of Revenue, Motor Vehicle Division. She previously served as a task force member for the Department of Revenue Tag and Title modernization project, a member of the Georgia Tax Officials Association (GATO). She is a former member of Grace Toastmasters of Snellville. She taught English as a Second Language for 12 years; she is a long-time volunteer with the Gwinnett Tax Team’s Relay for Life.
