Tax Commissioner Addresses Billing Delay Due to HB 581 and HB 92

Gwinnett County, Ga., Aug. 22, 2025 — Tax Commissioner Denise R. Mitchell is informing Gwinnett County residents of an unexpected delay in the issuance of 2025 property tax bills due to implementation requirements related to House Bill (HB) 581 and HB 92.
HB 581, passed by the Georgia General Assembly earlier this year, introduced sweeping legislative changes requiring immediate, same-year implementation across counties statewide. While the intent of the legislation aimed to enhance transparency in property tax processes, the practical rollout has presented significant logistical hurdles, particularly for high-volume counties like Gwinnett.
The City of Grayson is one of three cities for which the Tax Commissioner bills and collects taxes, and the only city whose county tax bills are affected by this change. The rest of Gwinnett County will receive their bills on September 15, 2025, and Grayson will receive their bill mid November.
Commissioner Mitchell emphasized that her office is actively working to finalize billing and minimize further delays. In addition, she has pledged to collaborate with state lawmakers and agencies to ensure that future legislative mandates consider the operational capacity and timing challenges of Georgia’s growing counties.
“Moving forward, I will be working closely with leaders at the State Capitol to ensure that any future legislation requiring same-year implementation includes realistic timelines, resource assessments, and flexibility for execution,” Mitchell further stated, “we all want the same thing for our taxpayers.” The collaboration she believes will benefit the taxpayers of Gwinnett County overall.
