Elaine Melvin-Morgan was appointed Director of Motor Vehicles in July 2022, having previously served since 2013 in the Motor Vehicles division as Senior Tax Business Manager, Branch Manager and Assistant Manager.
Elaine has more than 25 years of management experience and is an expert in motor vehicle operations and customer service, human resources and training and development.
Prior to joining the tax commissioner’s office Elaine worked in the private sector for 15 years in human resources and training and for three years in retail management.
Elaine is a two-time graduate of Georgia Piedmont Technical College, having earned an associate degree in Human Resources and another associate degree in Management and Supervising. A Georgia native and diehard Atlanta Falcons fan, Elaine lives with her husband in Lithonia.
